Le Comité de coordination de l'OIDP a approuvé l'adhésion de AfricTivistes au réseau de l'Observatoire international de la démocratie participative (OIDP). Notre organisation dispose ainsi d’une plateforme supplémentaire pour partager ses projets et expériences en démocratie participative. AfricTivistes va également participer activement aux différentes activités de l'OIDP.

Nous nous engageons à contribuer au sein de cet espace pour atteindre nos objectifs communs et produire des résultats bénéfiques à l’Afrique et au monde”, se réjouit le Président Cheikh Fall faisant suite à la confirmation de l’adhésion de AfricTivistes par le comité de coordination de l’OIDP.
Forte d’une communauté de 200 membres répartis dans 40 pays environ, AfricTivistes continue de s’ouvrir en devenant membre de cet espace d'échange d'expériences sur la démocratie participative pour améliorer le gouvernement de nos villes et la qualité de leurs démocraties. En effet, le réseau d’OIDP est le mécanisme de consultation sur la participation et la démocratie de l'Organisation Mondiale des Cités et Gouvernements Locaux Unis (CGLU).
L’OIDP travaille particulièrement sur les thèmes suivants: la participation citoyenne, les gouvernements ouverts, les budgets participatifs, les initiatives de démocratie délibérative et participative et les relations entre citoyenneté et gouvernement dans un sens large.
Le réseau compte ainsi deux types de membres. Il y a d’abord les membres associés composés des gouvernements locaux, collectivités locales ou autre niveau de gouvernement. Il y a aussi les membres collaborateurs composés d’organisations de la société civile et des centres de recherche qui travaillent autour de la démocratie participative.
L’Observatoire international de la démocratie participative a un agenda clair avec une série d’activités phares à savoir:
La Conférence internationale annuelle : c’est une réunion internationale qui réunit des élus des villes, des chercheurs et des experts en participation citoyenne. Dans ce cadre, l'Assemblée générale est célébrée. La conférence de 2022, aura lieu dans la ville de Grenoble du 7 au 10 décembre.
Les groupes de travail : C’est un mécanisme de travail collaboratif entre les conférences, ouvert à tous les membres intéressés, pour promouvoir des outils qui renforcent la démocratie et donnent un élan supplémentaire à la participation active des citoyens dans le processus des politiques publiques. Chaque groupe est coordonné par une ville chargée de délivrer des documents-cadre sur le travail à effectuer et de recueillir les contributions des membres.
Il faut noter par ailleurs que AfricTivistes a une solide expérience particulièrement sur la gouvernance locale ouverte à travers son projet Local Open GovLab (LOG) qui dans sa première phase a appuyé et accompagné sept collectivités locales par le biais du numérique pour une gouvernance inclusive et participative.
Ce projet a permis à la fois de répondre à une demande locale structurelle auprès des institutions de gouvernance locale et de mettre en valeur des compétences techniques ainsi que les qualités personnelles de sept jeunes volontaires AfricTivistes pour la Gouvernance Locale Ouverte (VAGOA).
Le LOG s’est appuyé sur un parcours assisté de gouvernance locale ouverte pour une durée de 6 mois. Pour ce faire, AfricTivistes est passé par:
L’implication des populations dans la gestion et l’organisation des affaires de la cité;
La sensibilisation des citoyens et la formation des élus pour un meilleur accès à l’information d’intérêt public,
La création d’un cadre de communication, d’échanges des citoyens pour une meilleure collaboration avec les élus, l’encouragement à la redevabilité des élus afin qu’ils soient en mesure de mettre à disposition toutes informations utiles à leurs administrés,
L’élaboration de mécanismes et d’outils d’aide à la modernisation de l’administration locale.

Adherence of AfricTivistes to the International Observatory of Participatory Democracy (IOPD)
Towards a better open governance in Africa
The Coordination Committee of the IOPD has approved the integration of AfricTivistes into the network of the International Observatory of Participatory Democracy (IOPD). This will provide our organisation with an additional platform to share its projects and experiences in participatory democracy. AfricTivistes will also actively participate in the various activities of the IOPD.
"We are very happy to join the International Observatory of Participatory Democracy (IOPD). Indeed, our vision and our missions fit perfectly with those of the network. We are committed to contributing within this space in order to achieve our common goals and produce fruitful outcomes for Africa and the world," said President Cheikh Fall following the confirmation of AfricTivistes' membership by the IOPD coordinating committee.
With a community of 200 members in about 40 countries, AfricTivistes continues to expand by becoming a member of this space for exchange of experiences on participatory democracy to improve the administration of our cities and the quality of their democracies. Indeed, the IOPD network is the consultation mechanism on participation and democracy of the World Organisation of United Cities and Local Governments (UCLG).
The IOPD works especially on the following themes: citizen participation, open government, participatory budgets, deliberative and participatory democracy initiatives and the relationship between citizenship and government in a larger view.
The network has two types of members. There are associate members composed of local governments, local authorities or other levels of government. Then, there are the collaborating members composed of civil society organisations and research centers working on participatory democracy.
The International Observatory on Participatory Democracy has a clear agenda with a series of key activities, including:
- The Annual International Conference: this is an international meeting that brings together elected officials from cities, researchers and experts in citizen participation. The General Assembly is celebrated during this event. The 2022 conference will take place in the city of Grenoble from December 7 to 10.
- The IOPD Award "Good Practice in Citizen Participation": It seeks to acknowledge innovative experiences in the field of participatory democracy.
- The Working Groups: This is a collaborative working mechanism between conferences, open to all interested members, to promote tools that strengthen democracy and give further impetus to the active participation of citizens in the public policy process. Each group is coordinated by a city responsible for issuing framework documents on the work to be done and for collecting contributions from members.
- Case studies: IOPD collects public policies from different cities around the world and from governments as an example of reference for other cities.
- Dissemination of studies, publications and news on issues related to our network.
- Promotion of democracy: IOPD seeks to be an international actor that promotes democratic practices in governments and institutions.
It should also be noted that AfricTivistes has a solid experience particularly on open local governance through its Local Open GovLab (LOG) project which in its first phase supported and accompanied seven local governments through digital means for inclusive and participatory governance.
This project has both responded to a structural local demand from local governance institutions and enhanced the technical skills and personal qualities of seven young AfricTivistes volunteers for Open Local Governance (VAGOA).
The LOG was based on a six-month assisted pathway of open local governance. To do this, AfricTivistes went through:
Involving the population in the management and organisation of the city's affairs;
Raising awareness among citizens and training of elected officials for better access to information of public interest;
The creation of a framework for communication and exchange between citizens for a better collaboration with elected officials, the incentive for the accountability of the representatives so that they are able to provide all useful information to their constituents;
The development of mechanisms and tools to assist in the modernisation of local administration.
